The list is the top ratings for people who have played at least once in the 12 months previous to the date selected (as of the start of the month). (Doesn't matter if they were CFC members or not). At time of writing, the database supplied had data from Jan. 1996 to end of Sept. 2010. So, sensible results will be returned for query dates from Jan. 1997 to Oct. 2010.
The corresponding CFC list on the CFC website includes only those who are members (and not necessarily active)
Note that the data only has a person's current province of residence (i.e. as of Sept. 2010). For people who have moved between provinces they will be recorded as belonging to their last province.
